Function description maritime vacancy Facility Engineer

The Facility Engineer will provide technical advice, regulatory advice and ensure all codes and practices are adhered to. The facility engineer will be responsible for taking on assigned projects and developing them from initial concept through to turn over of construction documents to the construction team.

Furthermore, the facility engineer will provide assistance throughout the construction phase all the way until project commissioning, as building and project close out. In addition any technical matters that arise throughout the operation may be assigned to the facility engineer. He will provide insight into all technical matters if requested and follow up on technical changes as required.

Primary Responsibilities:

1. Facility Engineering
a. Provide technical engineering support to the Netherlands Business Unit (NBU)
b. Review third party designs and optimize as required
c. Complete engineering in house when applicable and/or able
d. Use technical knowledge to ensure safety, compliance, and operability are achieved on all projects
e. Provide technical input in HAZOPS, bow ties, etc
f. Ensure all standards are followed on projects and designs

2. Project Management
a. Manage projects from concept to completion (cradle to grave)
b. Manage EPCM’s, their designs, and deliverables
c. Raise AFE’s and track project costs against those AFE’s
d. Complete project schedules and track against those schedules
e. Ensure projects are driven home in a timely and cost effective manner – always strive to drive costs out of the business

3. Operations support
a. Complete MoC’s from a technical perspective
b. Assist operations with any technical issues and provide engineering solutions either personally or by seeking third party help and managing that third party with clear scope and deliverables
c. Provide ad hoc advice when deemed necessary
d. Be a leader in proactively providing advice or solutions to save costs or increase efficiencies in the operation

Summary of Duties:
• Be a visible HSE leader conducting site visits and documenting observations and HAZIDS proactively driving a safe culture to everyone involved within a VEN operation including contractors
• Provide Facilities engineering support to the NBU as required
• When assigned by the team lead facilities engineering complete facilities projects from concept phase through to completion (Project lead)
• Manage projects from concept through to construction including scheduling (cost, time and resources) and managing those schedules, engaging and managing third party resources (engineering), engaging in house resources (if required), managing project and design reviews, managing Hazops, Hazids, whatif analysis, simops, and SIL meetings, delivering complete construction packages and providing construction support where needed to the construction group if required
• When required or as requested, work with independent 3rd party engineering contractors in all aspects of facility layout, design and specification to ensure that VEN best practices and specifications are met
• Verify line lists and specifications, material lists and specifications, plot plans and piping plans, and other technical drawings
• Deliver safe, operable and reliable projects that are compliant with all VEN policies and practices as well as all national regulations
• Manage the scope of the third parties and ensure that VEN is getting only what is required
• Review mechanical and process drawings for accuracy and completeness. Provide markups and recommendations/comments in a timely manner
• Trouble shoot mechanical and process related problems and propose solutions complete with cost and time schedules
• Participate in Drawing reviews, HAZOPS, HAZIDS, WHATIF analysis, SIMOPS, etc and provide technical feedback from a facility, process, and mechanical aspect
• Review MOC’s when required and provide feedback from a facility perspective in a timely manner
• Complete MOC action items as required
• take an active role in plant layout and process safety/control discussions and ensure that best practices (and VEN engineering standards) are applied to all facilities projects in the facilities team
• Represent facility engineering in necessary multi-discipline meetings at all stages of project development
• be a good, constructive communicator that instills confidence in his grasp of the technical implications of the many phases of the work
• Produce man hour estimates for the facilities engineering work and track against that estimate when required
• Read and interpret drawings, calculations and specifications associated with the facility engineering works and be able to answer contractor’s and project managers queries in a timely and informed manner.
• Provide project close out reports and full close out documentation when required
• Additional duties as required by the team lead facilities engineering – these will be clearly communicated and agreed upon by both team lead and the facility engineer
